No wonder therefore that for the year 2003, for example, there were 2,793,829 Haitians (or 38.8% of total population) who had never attended a classroom ? That the state owns only 8% of primary schools and 82% of children enrolled in primary school are in a private school? That 56% of these schools operate in structures not designed for education (houses, churches)? That 91% of those schools located in rural areas without electricity? That 65% of them operate without running water? That of 100 students who attend 1st year primary school, only 29 of them succeed in high school?
